You've not provided full model name, product number of your laptop.

Cell voltage 4 is '0'. Battery is failing, it'll be dead within days or months.
Replace it with new battery preferably HP genuine battery.
If you're within warranty, HP would replace it free of cost.

Else you can search HP part number you need (for battery) through online sellers in your country. Get OEM genuine one.

Hi,
Can you try going to Diagnostic test?
Turn off computer
Press and hold ESC then press the power button
Select Dianostics by pressing F2
Select component test>Battery test>Quick test>Run once
If the test fails and you were able to get a failure id, that means you need to replace the battery
If the test passed
Start your computer
Press Windows button+R
In the RUN Box type dxdiag then click ok then click YES
Look for BIOS and get the version example: BIOS F.19
Then go to HP website hp.com/support
On the search box type your computer's Product number then hit enter
Click Software and Drivers tab then click Go
Scroll down to to the buttom then look for BIOS
Kindly check if the BIOS is higher than your current BIOS version
If YES Click download then click Download Manually
Follow the prompts to update the BIOS then the computer will ask you to restart to apply the changes
