My computer was running extremely slow so I factory reset it but I had fallen asleep while it was resetting and must have knocked the charger out and it died while it was at 64% reset now it is on a seemingly endless loop of restarting every time it reaches 64% I have checked other websites which have told me to press either F2 or F11 which do not work. Is there any way I can fix this?

Immediately after powering on start tapping the Esc key. This will open a menu where F2 System Diagnostics is an option. Tap F2 key and run the tests.
