Hello,
I've been running Ubuntu Linux on my HP Envy 17 for ~4 years. This was never a dual boot; I installed over the windows installation immediately after receiving the laptop. However, my hard drive was failing, so I replaced it.
Upon installing Ubuntu 16.10 via LiveUSB to the new HDD, I tried changing my BIOS settings to Legacy (from UEFI) mode in order for the OS to be detected and to boot (previous attempts led to the BIOS not detecting the installed OS). I was able to succesfully boot into the OS once after making this change in the BIOS, but after shutting down, my second attempt to boot gave me a strange BIOS screen streaked with blue (indicating some display problem?) and a barely readable message stating that the OS could not be detected.
I shut down by holding down the power button. Since then, when I press the power button, the machine powers for 1 second, flips off, then powers on again for 1 second. It will do this until I remove the battery and power source.
Can this be fixed by flashing the BIOS? It was never re-flashed with an updated version, and some of the revision notes indicate this might help me.

Try to enter the BIOS by pressing F10 at the PC pwoer up.
If the PC fails to do so and or the PC is not finihing POST at all, try to perform a BIOS recovery.
Press and hold Windows Key and the letter B
While holding these 2 keys, press the power button'
keep the Windows Key and the letter B held and wait for the PC to display a message with regards to BIOS recovery.
Follow the on-screen instructions.

Thank you for the suggestions, redlofredlof.
The PC is not finishing POST, no chance for F10.
I tried holding both Windows Key + letter B while pressing the power button, but that just resulted in the same behavior (power on/off continuously). I said it powered up for ~1 second, but it's likely more like 0.25/0.5 sec... very fast with approx. 1 full second in between 'pulses.'

If the PC was able to stay ON, would have suggested you to try the HP 3 in 1 BIOS recovery tool.
Looks like you might need to take the PC in for service.

Hi @Futureperfect, thanks for the links, wish the PC would stay on long enough for this to work.
@redlofredlof, could this be a faulty power supply? The HP Parts store page for this model indicates two parts that might be related to this issue:

You could try the power button, if it feels sticky when pressing.
You need to feel the click happen and the release too.
Also, If the Battery is fine then the PC should be able to pwoer up on the battery power.
If you have another PC to test the AC adapter, then you can try to test it before getting a new DC in socket.
