Replaced dead HD.
Have no recovery media. Can't order from HP.
Followed instructions multiple times, still no option to order recovery media.

You can alternatively do a CLEAN INSTALL of Windows 8.1 64bit Single Language in your laptop that came with Windows 8 64bit by following Option 1 in this tutorial: https://www.eightforums.com/tutorials/18309-windows-8-windows-8-1-iso-download-create.html
You're essentially creating a bootable Windows 8.1 installation USB using Microsoft windows media creation tool.
Windows would get activated automatically after installation while connected to internet.
Additional drivers from here: http://support.hp.com/us-en/drivers/selfservice/HP-2000-Notebook-PC-series/5296213/model/5305077
