I see from the post that you are having issues with the Caps Lock lLed blinking while the laptop works fine. Don't worry I'll try my best to help you with this,
To provide you with an accurate solution, I'll need few more details:
What is the product number of this computer? (Ensure you do not share any of your personal information such as serial, phone number, email ID, etc...) http://hp.care/2bygf7l
What is the Operating System installed on the PC?
Did you try to press the Caps Lock key and check if it turns Off and On?
In the meantime, let's start off by performing a Hard reset on the notebook: A power reset (or hard restart) clears all information from the computer's memory without erasing any personal data. Performing a power reset might fix conditions such as Windows not responding, a blank display, software freezing, the keyboard stops responding, or other external devices locking up.
Next thing, I would suggest here is to tap the Caps Lock key and check if it turns off and on.
