My notebook keeps reloading the hp blue circle loading screen,since I reset the pc and it failed.I read a post that had a similar situation and they said to put it in safe mode, then do a clean boot. So how do I do it on my pc?

I grasp that after attempting a reset that failed when you start your notebook it continuously loops to the blue loading screen. After reading some posts and would like to know how to boot into safe mode and do a clean boot. Here is a link to guide you to booting into safe mode.
HP PCs - Windows Safe Mode (Windows 10, 😎 Once in safe mode turn off "Fast Startup" and try booting normally. How to Turn On or Off Fast Startup in Windows 10.(from tenforums.com) If the issue remains,boot back into safe mode and troubleshoot the issue. A clean boot assumes that Windows is not the problem. Here is a link from answers.microsoft.com to explain the difference between a clean boot and safe mode. Safe Mode vs. Clean Boot. If the issue remains, I suggest you do a clean install of Windows 10.
