HP Connection Manager is found preinstalled and offered for business customers and HP business class computers. It might be useful app for some users but is not mandatory to keep or use and can safely be uninstalled.
In your case, since it causes you issues, please consider uninstall it. Go to Control Panel > Programs and features to find/uninstall it.
Hopefully this will fix the issue. If not, post again.
