I would run the HP Support Assistant Tune-Up utility. Perhaps there is an udate to the required multimedia keyboard software available. If there is, then the utility will locate the software and install it if you give it your permission.
Action keys (Fn) and quickl aunch keys (volume\ screen brightness on screen display) are mutually exclusive. OSD is software and Fn action keys is firmware (BIOS) controlled.
Since your notebook has a UEFI environment is is safe to update the BIOS. via softpaq which is downloadable at the web support portal driver application download section. Do not forget to do this only while connected to external power and the risk involved if you turn off the notebook before the update is completed. (read that as do not brick your notebook by doing something silly)
BTW it always helps if you clue us in on the installed operating system.

Please stick to using current PC terms that are very specific.
What product are you using for antivirus\antimalware protection?
You might consider trying a Windows system restore and choosing a restore point dated before the problems began. Windows system restore is reversible and does not delete any data.

Ok I'll start again. I had the issues with the hot keys , so installed the HP Support Assistant as advised. Updated "All"
By bloatware, I mean unecessary software that is just using up resources, the kind of stuff you'd find on a brand new system out the box. Intel Smart Connect, the Support Assistant itself etc.
The support assistant updated a load of drivers, did not fix the hot keys issue and knocked out my biometric reader. Now I can't scan a finger print, and when I try to query the hardward or set up again, the sysem informs me i have no biometric device installed.
Anti Virus is Microsoft Security Essentials, up to date.

You really should consider using more than a freebie antivirus\antimalware.
Support Assistant offers you the options to update. That does not mean that you have to choose them all. I did not suggest that. Any time you make a consider making change (update) to the Biometric reader software it is wise to remove the existing prints and disable it temporarily. Always look at the offered updates and decide which ones you want to take place. I didn't think I needed to be quite that specific. It appears i was wrong. Try using the Device Manager. Click on any device and then select scan for new hardware. That may locate your Biometric device for you.
There are Essential System Updates for Microsoft Windows 7 available for your notebook. Check in the driver download section at the web support portal. The essential system updates that is available have fixes for many issues. Read the enhancements section.
Will edit this in a sec after I look to see which OS you said was installed. I see you said Windows 7 Professional. It does always help if you identify an OS additionally with 32 or 64-bit type as appropriate.

Thanks for your reply.
I only did what the software recommended. There was no update for the biometric reader, something else I updated mustve killed it.
I've system restored back to old setup now, obviously the original problem remains but the hot keys updates didnt fix the issue anyway.
Sorry for being vague, of course, I shouldve mentioned it was a 64 bit Win 7 Pro OS
Regarding Anti Virus / Malware, I did a whole lot of reading on this subject and the general consensus was that MSE was a good solid security solution, compared with free or paid software. I've always got on OK with it. Where is it lacking?

Similar thing happened here (Win 7 Pro 32-bit). Some of the hotkey combinations worked, some did not and the external graphics port/connector did not function. In our case the problem was resolved by correcting the Display adaptor driver.
We had used sysprep to set up the laptop. Instead of the laptop picking up the specific Intel Graphics driver , it used the Windows generic display driver instead. Even when we checked for hardware / driver updates, no update was performed on the existing driver as Windows was happy that the driver it had was sufficient. This generic driver does not appear to work well with the hotkey buttons. Once we had put the correct (hardware specific) display driver back on the laptop, all of the hotkey buttons worked again, and the external monitor connector functioned too.
If you are still experiencing the problem, check the display driver is correct / appropriate
