Operating System: Microsoft Windows 10 (32-bit)
I've read all the forums of the same problem and I cannot get my HP Stream fixed at all!
I got given the notebook and there wasn't enough memory on it so I tried factory resetting. Think it got to around 86% and then said failed. Ever since it has been on a rebooting cycle where it will turn off then go to hp logo and repeat. I've tried BIOS recovery, quick test and also extensive test. Everything passed and I'm running out of ideas!
Also tried system restore but there was no file to go back too.
Please please please help!

What is your exact model name?
Stream notebooks are budget machines that are built with very very low hardware resources to work with. It's a shame that manufacturers make these in this time when the softwares and OS finds it difficult to work with.
I can only suggest you to do a clean install of Windows 10 Home edition following this tutorial: https://www.tenforums.com/tutorials/1950-clean-install-windows-10-a.html
Create bootable installation USB:

If you can enter BIOS, that would be good enough to boot from installation USB.
Disable secure boot from BIOS by tapping f10 key as soon as you power on laptop, then change boot order to installation USB after plugging it in - by tapping f9 key as soon as you power on. Then boot from it.

As I suspected, 32gb eMMC storage capacity is very low to work with. This is the reason for your whole problem.
