Had to reinstall a new hard drive on my laptop, so I created recovery media using a flash drive through HP's Recovery Manager. Changed boot order on laptop, installed new hard drive, plugged in flash drive and booted up computer. The computer started reinstalling the OS on the new hard drive just fine. The computer was intalling files, drivers, restarting mulitple times and then the HP Recovery Manager Windows popped up saying "Restoration Incomplete. The restoration did not complete." I could select 3 options: (1) Save Log; (2) Details and (3) Retry. I tried Retry, but I kept getting an error message stating "Insert Recovery Media" even though the flash drive was plugged into a USB port. I even tried plugging the flash drive into another USB port - no luck. I tried retarting the computer, but the same error message popped up. I tried saving the Save Log to a flash drive, but that didn't work. I was able to save the Details log, which is below.

Enter BIOS by tapping F10 at startup. Once in tap F9 to reset to Default settings. Next change the date to 1/01/2012. Save and Exit. Run Recovery-on the first reboot initiated by Recovery tap F10 again to enter BIOS to be sure the year is still set at 2012. Exit and let Recovery resume.
Good luck -and don't forget to later correct BIOS date.

Please refer to this thread in the forum: PININST_BBV
It may be a problem with the 'Supplemental Disk' portion of the install.
But since you are using a USB Recovery Drive try the suggestion below from @erico.
Excerpt:
When using USB recovery media:
There is a point in the process where you are asked you to insert supplemental disk. There is an option on the bottom of the screen to skip it. Click on skip and the recovery will continue.

There has been no point in the process where I've been asked to insert a supplemental disk, so I don't have the option to skip it.
As for the BIOS...I reset to default settings, changed the date to 01/01/2012 and clicked on save and exit. Upon restart, the computer immediately went to the "HP Recovery Manager Restoration Incomplete" page as indicated in my initial post.
Anything I'm missing or any other suggestions you have?

Yes- you have to boot from the Recovery Media again after changing BIOS-sorry I should have been more clear on that. You will probably have to tap F9 immediately after powering on, then use arrow key to move to and select/highlight USB, then tap Enter key.

Thanks for the clarity.
Ok, I went into the BIOS and reset the settings and changed the date to 01/01/2012. I saved and exit and tapped F9 on boot up to boot to the flash drive. Upon first restart, I went back into the BIOS to ensure the date was 2012 (it was listed at 07/XX/2012 and I changed back to 01/01/2012) and saved and exit. Recovery was doing it's thing, but I still received the "HP Recovery Manager Restoration Incomplete" error again. I posted the details log below:

You can try deleting all partitions and reformatting the drive.
Not saying it will fix the problem but it's something I would try myself.

Not sure about the date because this has worked for many people. I have seen some mention they saw what you did with month & day being changed but left it alone because year was still 2012. Their recovery finished successfully as did those whose date remained exactly the same. Maybe it has something to do with date your Recovery was created and it actually needs month/day set like it changed yours.
As mentioned by @y2ken you might try booting with a utilty cd and delete all partitions , create one and start over.

I followed your initial steps, but after the first reboot, I went back into the BIOS and verified the date was 2012, which it was, but I did NOT change the date to 01/01/2012 - I just left it at the default 2012 date. After doing that, the recovery worked!
