I'be been having a problem with very high disk usage on my HP Envy. It usually shows up at startup and stays like that for 15 min at 100% which makes startup very slow. I've tried removing startup programs but the problem seems to be unrelated to which programs are running at startup. The bigger problem is random high disk usage throughout the day after startup. It usually is caused by the Windows Compatibility Telemetry process. I've tried all the different ways of removing this feature from windows but it keeps coming back. I'm uploading screenshots of my disk performance with telemetry on and after ending the process. I'm posting on this forum because this problem seems to related to this Laptop alone. None of the other non-hp computers at my work are experiencing these problems with Windows 10.

I have given all the information in this regard. You could try the power shell command and check. I have given you those commands also. Finally please contact Mircosoft in this regard as it is their software.

I understand that Microsoft Compatibility Telemetry is using high disk usage on your PC.
Don't worry I will try to help you out.
Did you make any software or hardware changes to your PC?
Please try the steps recommended below.
Telemetry is an automated communications process by which measurements are made and other data collected at remote or inaccessible points and transmitted to receiving equipment for monitoring.
so it's reading all your data from the hard drive.
1. WIN+R
2. gpedit.msc
3. Computer Configuration -> Administrative Templates -> Windows Components -> Data Collection and Preview Builds
4. Double Click "Allow Telemetry"
5. Make sure it's "Enabled"
6. Look a little bit lower for options with the drop down bar
7. Select "0 - Security
8. Press Okay
If the issue still persists, try performing a system restore on your PC and check if it helps.
Refer this article to know how to perform a system restore.

I reviewed the post comprehensively. As @A4Apollo is out of office for the day, I am jumping in to assist you here.
Using telemetry built into Windows 10, Microsoft sought to improve the features and overall experience of the operating system through automated uploads of data. This capability is provided using the Diagnostic Tracking Service and is complete opt-in
How to: Turn Off Telemetry in Windows 7, 8, and Windows 10
For those that don't want to participate in providing automatic feedback to improve the operating system, Telemetry can be turned off completely.
To do this:
Run the Services desktop app. to do this please press the windows Key on the keyboard along with the letter R simultaneously. that is Windows + R . You get a Run window. here please type start services.msc and hit enter. Then follow the screen shots.
Locate Diagnostics Tracking Service in the services list and open its Property Sheet.
Stop the Diagnostics Tracking Service and then change the Startup Type to Disabled.
Additionally, Microsoft provides a GPO for Windows 10 to turn this off. The GPO is located at:
Computer Configuration>Administrative Templates>Windows Components>Data Collection and Preview Builds> Allow Telemetry
A GPO is not supplied for Windows 7 or Windows 8, yet. But, savvy administrators can create their own GPO for the following registry key:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\DiagTrack
Open the subkey corresponding to the service you wish to change, and modify the value of 'Start' to equal either "2" (for automatic), "3" (for manual) or "4" (for disabled).
- Additionally, you can use PowerShell to stop the Diagnostics Tracking Service and change the Startup Type to disabled: To do this you will need to run the command prompt in a black window in administrator mode. To do this right-click on the start button> and left-click on command prompt(admin).
- It opens up the black command prompt window in admin mode.
- Then type these commands mentioned below.
stop-service diagtrack
set-service diagtrack -startuptype disabled

Hi DavidSMP,
Thank you for your help. I changed the registry to disabled for Diag Track and I'm still getting windows telemetry on my processes after restart. I also couldn't find the Diagnostics Tracking Services on Services. I'm attaching both images.

I reviewed the post comprehensively. Brilliant troubleshooting and fantastic effort to try and resolve the issue. Kudos to you for a job superbly done.
Did you try the dos commands to disable it? If you have, the only option left at our disposal would be to perform a system recovery to factory settings after backing up all your files. If the computer came with windows 10 installed you could check this link out to perform a system recovery.
Link for recovery: https://support.hp.com/us-en/document/c05336119 (Link Updated 04/25/2017) and follow the option " Recovery when Windows 10 does not start correctly". If it came with a different version of windows installed on it, then please contact Hp phone support to order recovery media for the computer.
Step 1. Open link: www.hp.com/contacthp/
Step 2. Enter Product number or select to auto detect
Step 3. Scroll down to "Still need help? Complete the form to select your contact options"
Step 4. Scroll down and click: HP contact options - click on Get phone number, Case number and phone number appear.
They will be happy to assist you immediately.
If the unit is under warranty, the manufacturer’s warranty should take care of it for you.
I hope the issue gets resolved and the unit works great and stays healthy for a long time to come.:)

I read the post and reviewed it too. I don't think you are. You have done a commendable job of troubleshooting so far. 🙂 Just check for spaces and run the command prompt window as an administrator and try again.
If it does not work, then the command is not supported. So the other option is to perform a system recovery to factory settings after backing up your data.

You are in Command Prompt, try Powershell as Administrator (blue window), not command prompt, the commands should work. Do they actually stop telemetry services, I'm not sure, but those services will be disabled in theory.
