Hi,
Order recovery USB: http://support.hp.com/in-en/document/bph07143
I would suggest you to first try clean install of Windows 8.1 using Microsoft windows media creation tool by creating bootable installation USB.
https://www.eightforums.com/tutorials/18309-windows-8-windows-8-1-iso-download-create.html
It'll automatically get activated after installation.
Additional drivers from here:

I've received the HP recovery USB yesterday and I get an error message saying the recovery system failed. What am I doing wrong? It does say the software is being installed but after its complete I get the error message and it returns to the HP recovery manager screen

Hi,
Did you try clean install before ordering Recovery USB?
What did the extensive tests tell you, result?
http://support.hp.com/in-en/document/c04508466
With 32gb eMMC storage capacity and 2gb RAM, I'm not sure whether Recovery process will successfully finish as it requires higher resources - drivers, softwares etc., more than clean install of Windows 8.1 installation.
