Good Day! Thank you for visiting the HP Forums! 🙂 I understand that you have issues with the computer freezing perhaps and no apps work except for Internet explorer and google chrome. The fan also makes a loud noise. It will be a genuine pleasure to assist you here. 🙂

For better clarity, let me gather some information here.
- When did this happen first?
- Did it start after a windows update or a software update?
I will be delighted assist you with the internet issues. But there is a physical issue with the fan that makes a loud noise too. It looks like the computer needs to be serviced to get this fixed.
For now please try these steps.
- Perform a system restore to an earlier time before the issues started to try and correct the situation regarding internet limited connectivity and applications that don’t open or work.
- Uninstall the network drivers from device manager.
- Perform a bios update for the fan noise

- Please follow the option “Restore your computer when Windows cannot start normally” and complete the system restore. It should normally restore the complete functionality of the machine and your internet connection.
- Right-Click on start button> click device manager> expand Network adapters>then select all the Network adapter drivers and uninstall them one at a time. Then restart the computer.
- Then try to connect to the internet and check if it works.
- If this does not work, please try these steps to uninstall the network drivers from device manager and restart the computer.
- If it does connect to the internet, then please update the bios also from this link: http://hp.com/drivers Please select the country and type the product# of the computer. Then follow the on-screen instructions.
- You could also use a wired Ethernet cable to update the bios.
If the fan noise continues after this, please contact HP phone support to get the unit serviced and the fan replaced.
Step 1. Open link: www.hp.com/contacthp/
Step 2. Enter Product number or select to auto detect
Step 3. Scroll down to "Still need help? Complete the form to select your contact options"
Step 4. Scroll down and click: HP contact options - click on Get phone number, Case number and phone number appear.
They will be happy to assist you immediately.
If the unit is under warranty, the manufacturer’s warranty should take care of it for you.

Hi! @ConnorC1, I am the MrRobot. It looks like you were interacting with @DavidSMP, but he is out of the office today so I'll take over from here.
Kudos for your patience and time.
As you mentioned the issue still persists.
Please try the steps recommended below.
Run Memory Check
1) Press Windows logo key and R at the same time to invoke a Run command. Type mdsched.exe in the run box and hit Enter.
2) You could choose Restart now and check for problems(recommended) to check the status of your memory card right now, or choose Check for problems the next time I start my computer if you are too occupied now.
3) You will be seeing this page showing the progress of the check and number of passes it will run on memory
Reset Virtual Memory
Virtual memory can be considered as the extension of computer’s physical memory. It is a combination of RAM and a portion of your hard drive. When the RAM is not enough, Windows will make use of the virtual memory for temporary file storage and swap them back when required.
1) Follow the path Start > File Explorer. Right click This PC and choose Properties.
2) Click Advanced System Settings on the left panel.
3) Click the Settings button under the Advanced tab.
4) Go to Advanced tab, and choose Change in Virtual memory category.
5) Make sure the box before Automatically manage paging file size for all drives is off.
6) Select your windows drive, that is where you store your Windows operating system(usually partition C), set the number accordingly. Then press Set and then OK to continue.
Note: As a general rule, we don’t want the size of the paging file to become too big, thus with the limited maximum size. The general maximum size of the paging file must be x1.5 the amount of RAM installed. For a PC running with 4 GB of RAM, the maximum size of the swap file will be 1024 x 4 x 1.5 Mb.
7) Please also remember to clear all files by doing the following procedure. Press Windows key and R at the same time, type in temp and hit Enter.
😎 Select all the files and delete them.

As you mentioned your laptop is working fine at the moment, If the issue persists please try the steps I have recommended in my previous thread.
If the issue still persists after trying the steps, try running system diagnostics on your PC and check if the hardware components are working well.
Refer this article to know how to run system diagnostics on your PC.
If all the hardware test passes successfully try performing a system recovery using system recovery discs.
