A Google-search on that error-code returned:
https://neosmart.net/wiki/0xc0000225/
Work through the recommendations on that web-page, and tell us if any of them worked for you.

About all you can do is:
1. backup your personal files to an external disk-drive (or to a large-capacity USB memory-stick).
2. do an "inventory" of what "free" and what "purchased" programs that you have on your computer.
3. reinstall Windows 7 -- choosing to "delete" all existing partitions, and then to install on the "empty" disk-drive.
4. use those manufacturer-supplied disks to upgrade to Windows 10.
5. reload your files from your backup.
6. install any programs that you listed in your "inventory".

The computer was new when I tried to use the window disks supplied with it to upgrade to windows 10 from 7. That's when I got the error message. So I have no personal files or programs on it yet. How do I get it back to windows 7. Regards Graham

How old is the disk-drive? It could be "failing", and causing the symptoms.
It's also possible that the RAM is faulty -- like trying to read what was written with chalk on a greasy blackboard, and not be able to accurately read.
Did the computer come with a set of disks to reinstall Windows 7?
Is there a "hidden" "System Recovery" partition on the disk-drive?
(Turn off the computer. Turn on the computer, and immediately repeatedly tap F2, to see if the computer displays a menu that includes "System Reset".)
Was there a pre-installed program that would create a "System Recovery Set" (either burning a few DVD disks, or writing to a USB memory-stick) ?
Did you run that program, and save that media?
I looked at: http://h20564.www2.hp.com/hpsc/swd/public/readIndex?sp4ts.oid=7609954&swLangOid=8&swEnvOid=4063
but did not see an option to order from HP a "System Recovery Set".
Other People have recommended www.ComputerSurgeons.com as a legitimate source for purchasing such a set.

> the computer is 4 months old and I have been away ,for 3 months so it's practically new
As you say, it still is under warranty.
>it did not come with any windows 7 recovery disks.
> I have tried to do a factory reset, but it just finishes up with the same error code.
It is slightly strange that it is so new *AND* it came with Windows 7, not Windows 10. Possible, I guess.
Was there a pre-installed program that would create a "System Recovery Set" (either burning a few DVD disks, or writing to a 16GB USB memory-stick) ? Is it still available?
> Does anybody know how to get in contact with HP?
Scroll-down to the bottom-left of this page.
Between "About Us" and "Careers" is the "Contact HP" hyperlink.
Or, check all the paper that came with the packaging of your computer, for a '1-800' number on one sheet.

If all else fails (i.e., you have contacted HP Support, and not got satisfaction from their "warranty" service):
1. Replace the disk-drive, under my suspicion that the current disk-drive is faulty;
Maybe, upgrade to a SSD.
2. Borrow a "retail" Windows 7 CD from a friend, and install Windows 7. Do not enter a 25-character product-key.
3. Use those disks to install Windows 10.
