I was trying to send my computer back to its initial state. So during recovery the power went off. When I plugged it back in I got a blank screen. Now I have NO system and get an error that says "Try disconnecting any drives that don't contain an operating system." PLEASE HELP

No, buying and installing another internal hard drive to replace a failed hard drive is exactly what it is. Today's modern hard drives fail at a much higher rate compared to older drives. This is because of the much higher data densities on these drives. Many modern hard drives fail after just a year or two.
Also, replacing a hard drive for about $50 isn't the same a replacing the entire computer at a cost of about $500. The hard drive is just one of many components that a computer is made up of.

Is your Operating System Windows 10? What is the product number of your laptop? HP Notebook PCs - How Do I Find My Model Number, Serial Number or Product Number?

Product# F9H87U#ABA (HP 15 Notebook PC)
Windows 7 was installed when I bought it but upgraded to Windows 10
I have never made a recovery disk/disc or received a recovery using USB.

Based on the incomplete HP Product Number of "F9H87U" that you supplied, it appears your computer is an "HP 15-g080nr Notebook PC." Assuming this is correct, it appears this model shipped with Windows 7 Home Premium (64-bit) installed on a 2.5" SATAII 750GB 5400RPM hard drive.
Based on your use of the Hard Drive Diagnostic testing, it appears that your hard drive has failed or is about to fail. You may need to replace the hard drive to correct this issue. After the hard drive is replaced, you will need to use the HP Recovery Media you created when you first setup your computer to return it to a factory like condition. If you didn't create this media, please contact official HP Support to see if recovery media is available. Alternatively, ComputerSurgeons.com may have HP Recovery Media available for purchase.
