HP Stream Notebook PC 13

HELP I reset my HP Stream selecting the method of deletes only your files and personal data. Yet during the process this failed to complete therefore failed to reset all the way. The computer then shut down, upon restarting i was faced with the HP logo, followed by a blank screen. This continues over and over. I have completed the hardware checks suggested and the test all passed. However repeating the beginning steps then pressing F11, I am faced with a message saying Recovery and my PC needs to be repaired. I have tried to use a USB and complete system recovery through HP and i cannot get this to show up, i also do not have a CD drive on my laptop. I wouldve installed windows through a code when i bought the laptop in 2015.

Did you not create a recovery flash drive?
