Hi Ismail,
If you formatted hard drive and not able to boot into Windows, then you can:
Either you've to Order HP Recovery USB directly from HP support specific for your model, to factory reset.
https://support.hp.com/rs-en/document/c05123942
Phone assist:
http://www8.hp.com/us/en/contact-hp/ww-phone-assist.html
https://support.hp.com/us-en/document/bph07143
Or you can do a clean install of Windows 10 Home 64 bit by creating UEFI bootable Windows installation USB using Microsoft Windows media creation tool:
https://www.tenforums.com/tutorials/1950-clean-install-windows-10-a.html
Windows will be automatically activated after installation while connected to internet
Additional drivers from here: https://support.hp.com/us-en/drivers/selfservice/hp-pavilion-17-g100-notebook-pc-series/8499304/mode...

Only option to get it back is to order HP Recovery USB directly from HP technical support, unless you've already created HP Recovery USB using HP Recovery Manager just after initial setup of this notebook first time.
You could phone them up and see.
