Restoring from the recovery partition will fail since it was upgraded to Windows 10. You could order the recovery media from HP to restore it back to Windows 8.1 or do a fresh installation of Windows 10 using the downloadable media from Microsoft, instructions are here.

The situation appears probably because it cannot fully load Windows or Windows was not installed fully and completely.

Could you post the full product model and product number (PN) > http://support.hp.com/us-en/document/c00033108 ?
Could you elaborate on what you did exactly ? BY "factory reset" you mean you reinstalled Windows and performed HP Recovery (Windows Reset function) ?
This is HP Stream 13... it originally came with Windows 8 or Windows 10 ?
What Windows you use (should be using) now on this PC ?

You can clean install Windows 8.1 if you desire, provided your laptop didn't come with Windows 8.1 Bing edition from factory.
Windows 8.1 will be automatically activated after installation while connected to internet
What is your notebook model name, product number?
You could alternatively order HP Recovery USB from HP directly. It would cost around $60.

This will be a long reading but ... since you previously performed upgrade from Win 8.1 to Win 10 on this very same computer and if you used Win 10 for a while and if Windows 10 was activated (it's licence was activated), then your computer has a Digital entitlement option stored on Microsoft servers. Because of this, you no longer need a code/lic key to activate Windows if you need to reinstall it. More info about Digital entitlement:

You can directly download Windows 10 ISO from MS site or download Media creation tool from Microsoft site, create installation DVD or installation USB and proceed with clean installation/reinstallation.

When ready with the USB drive or with the DVD:
* Ensure Secure Boot is disabled.
* Ensure Legacy mode is enabled.
* Save the UEFI/BIOS changes.

Eventually, please, shutdown the computer using the power button.
Insert the Windows 10 USB thumdrive
Power on the PC.
As soon as you press the power-on button, begin hitting the Esc button (like tap-tap-tap).
This should open a HP Startup Menu which may look similar to this one
Choose F9 to open Boot options. Select the USB thumb drive as boot option.
Follow the on-screen instructions to install Windows 10
Delete all partitions and install W10 on a unpartitioned space
Eventyally, after installing Win 10, download drivers from HP web site when Win installation completes or via Windows Update/Device Manager >> http://support.hp.com/us-en/document/c03330139

I ordered it too, it came but when I called them they said my 14 day of paid help had expired. I had asked them about that when I ordered it and they said I still could get help as it was an open case. I am not a happy camper and mine is stuck on HP screen after I downloaded windows 10, now I am right back where I was before I ordered the sytems recovery.

Could you clarify what is the issue now ? If you ordered the media why didn't you use it ?
Or if the PC was upgraded to Windows 10, then why not follow the procedure described above ?
