hp 250 note book, intel core i5 the  touchpad and the keyboard not working.  please help me

Thanks for the post and Welcome to HP Forums Since this is a Notebook and both the Touch pad and Keyboard is not working It will be a difficult situation for you Option 1 The only step that you can do now it to try Power drain Remove the Ac adapter from the Notebook Remove the battery pack from the Notebook Press and hold the Power button for 30 seconds And then connect the battery and the power adapter and power on the PC If this does not fix the problem Option 2 If you have a USB keyboard and mouse connect them and power on the pc and try to login to windows and perform a system restore from the HP recovery manager If still the option 2 is not available or the option 2 also does not fix the problem Kindly contact HP support http://www8.hp.com/us/en/contact-hp/ww-contact-us.html Hope this helped.
