This is now unable to boot properly happening because the computer cannot successfully and fully load Windows. Reset has been completed just half and you do not have functional and fully installed operating system.
Most likely the built-in recovery partition is corruped and not functioning well and you will need to use original HP Recovery partition to fix your issue.
Please, perform some basic hardware checks to rule out hardware problems
1. Please, shutdown the computer using the power button
2. Power it on.
2.1 As soon as you press the power-on button, immediately begin hitting the Esc button (like tap-tap-tap).
This should open a HP Startup Menu which may look similar to this one
3. Choose F2 to open System Diagnostics. Follow the on-screen instructions to perform System Test >> Quick test.

If there are no system checks/no quick tests, perform HDD and RAM check.
Let me know the test results. If the tests pass without issues, continue. If not, please, let me know
Order recovery media from HP and boot from it
1. Visit this page > http://support.hp.com/us-en/drivers/selfservice/HP-Stream-14-Notebook-PC-series/12499221/model/13086...
2. Select Microsoft > Windows 10
3. When all drivers load, choose to expand them all. Scroll down to "Order Recovery Media - CD/DVD/USB"
4. Follow the instructions to order the USB recovery drive
5. Once you receive it in your home or office, insert the USB device and boot from it
6. Follow the on-screen instructions to reinstall Windows 10
