HP does offer support. If you go to the support page for that model and scroll down to the bottom of THIS PAGE, it has an entry called " Order Recovery Media". Click on that and then fill out THIS ODER FORM. They usually charge only a small fee for the disk set. It used to be $27 US or so. Then using that Recovery Media set, the entire computer system will be returned to "As new" same as from the factory with activated Windows 7.

Assuming the laptop came with Windows 7 from HP, you could get a Recovery disk set either from HP or from a partner site. Post the model number of the laptop, please. Of course you could purchase Windows 7 or Windows 10 to install.
HP does not offer a download of the Recovery Disk set.
