I am getting pop-ups telling me that my windows 10 license will expire the 20th of april. I tried online activation and activation by phone, neither work. How do I fix this? OR is it not fixable?

Since your HP Stream was delivered with a license for Windows 10 it will not actually expire.
The message is probably the result of an update. This is not the first time that an error message like that has popped up. Many of us have seen it in the past.
Check the updates in update history to see if a Windows update happened the day you started seeing the message.
Click on the Windows icon and then click on the settings icon.
In the find a setting box, type in updates and then in the list that appears, click on view update history.
If you find that is the case, you can remove the update from within update history. JUst click on uninstall updates. You will see a list of updates. Click on the one you want to remove and right-click it. Uninstall will appear. Click on it to uninstall the update.

That sadly didn't fix it. I haven't turned this laptop in quite some time. I uninstalled the latest two updates. That were the only ones that even installed in 2017. I am still getting the pop-up. Maybe because I skipped a ton of updates (not enough disk space) that pop-up is appearing now? I added a Micro SD card to my laptop to instal all those updates.
In the mean time, are there any other possible causes/solutions?

Are you using an antivirus and anti-malware online protection software?
The minimalist storage capacity of your Stream 13 notebook makes it simple to copy everything important to an external storage device. With that said, perhaps it is time to use the Recovery media that you should have created by now to recover your Stream 13 notebook to its factory delivered state.
A recovery will return your Stream to an activated version as soon as you go online.
The licensing model for Windows 10 is that the active status of a notebook or PC is stored online in licensing servers.
That is one reason that I suspect you may have a Virus or Malware active in your Stream's operating system.
It is also why running a recovery, not a restore or reset, would be a good plan to consider.

Well. I have no recovery media(my fault i know), the HP recovery manager has been uninstalled (I usualy dont like having bloatware) I didnt realize it was such a vital piece of software.
But I run windows defender and did a scan with Malware bytes which turned up with nothing so I doubt it is a virus. But Í dont mind reseting my laptop, there is nothing on it anyway. How would I go about doing that?

You should consider purchasing recovery media. The cost for the usb recovery flashdrive should be @$25.00.

I never like being the bearer of bad news.
It is unforunate that you did not create the recovery media.
Any discussion of pirate sofware is forbidden here.
What you can do is install Windows from a usb flash drive.
If it was activated before, then it should still self activate when you go online with a new installation.
