I had deleted recovery partition because of boot mgr error.

pre-installed OS: Windows 8.1

I have also ordered two sets of hp recovery disc but both shows same error (boot mgr) but yesterday I can't even open system recovery from hp recovery disc by press F11, even I try to change bios setting from secure boot to legacy boot but can't  open system recovery

Hello,

Thank you for posting in the HP Support forum.

If you ordered a recovery media (Win 8.1 discs), you do not need to press F11 as this refers to the built-in Recovery partition and options.

Instead, you need to insert disc 1 and boot from it using F9

Here are details:

1. Please, insert recovery media 1 into PC DVD drive

2. Shutdown the computer using the power button

3. Power the computer back ON

3.1 As soon as you press the power-on button, immediately begin pressing the Esc button (like tap-tap-tap).

This should open a HP Startup Menu which may look similar to this one

4. Press/choose F9

and select to boot from the DVD disc drive.

Follow the on-screen instructions. Details

Sometime you might also need to disable Security Boot and enable Legacy mode first before the steps above.
