Allow me to welcome you to the HP forums!
If your laptop does not have an optical drive (as many of the newer ones do not), then to read a CD or DVD, you would need to purchase an external optical drive and plug that into your laptop.
If you're trying to install a printer, you can do this by downloading the installation software from HP -- but you've not provided us either the Printer model or the OS version you're running.
Without this information, we can not help you.
