This is important to rule out hardware problems
Your PC comes with Windows 10 preinstalled. It has a recovery partition and recovery image stored inside the eMMC (HDD). If the recovery partition is nor erased/corrupted, you may use F11 option to complete the reset. If F11 option does not work, you cannot download the recovery image from nowhere, not available online. If you need it, you can purchase HP Recovery media from HP directly >> https://support.hp.com/us-en/contact-hp/

Is your PC with active warranty ? Or warranty has expired ?
Since all hardware tests passed, it means the issue is software related. The recovery process cannot complete for some reason - it might have gotten corrupted due to recent Windows update or something else.
You need to purchase original HP Recovery media - USB device which you can use to repair the PC, reinstall Windows and restore to factory default condition. The built in recovery partition doesn't work. Contact HP and ask for a recovery media for your PC model V8T51EA

Once you receive it home, use to to boot the PC from it (F9) and reinstall Windows/complete the recovery to factory condition
