Can you please give more details?
Microsoft's support for Windows XP ended in April 2014 -- three years ago.

MIcrosoft Vista was released in early 2007.
Any new computers purchased after date would have Vista pre-installed.
Thus, your computer, and especially your disk-drive, is probably over ten years old.
Sad to say, but it probably has "died".
The end of Microsoft's support for Vista was 2 days ago (April 11, 2017).
So, it's time for you to purchase a new (or "refurbished") computer, running Windows 7 or Windows 10.
If you are in the USA, see: www.bestbuy.com and search for "refurbished desktop computer".
You'll find refurbished computers, with keyboard & mouse, for under $100 US.
Keep your current monitor. You might have to replace your web-camera, scanner, and printer.
