This normally relates to HP Software Framework program / software , usually when you get errors from it, it has not loaded correctly, and will give HP Casl Notification , it is a perfectly safe bit of genuine HP Software , go look at event viewer under ADMINISTRATIVE TOOLS in ALL PROGRAMS ( you may have to go to properties and check the box to allow this menu to appear ) and see what they relate to .The clues here will help find the answer , especially if you expand APPLICATIONS AND SERVICES LOGS here you will see HP Software Framework etc, look in the right window and the answers will help. Both Win 7 and XP have these error logs.

This is a problem with HP Hotkey Support. Solution: Go into Windows control panel and uninstall. Reboot. Go to:
which is the HP Hotkey Support page and download and reinstall the latest HP Hotkey Support driver. Reboot.

Here's some help though , try reseting your user account password to BLANK ( empty /nothing )with this usefull little tool
If that fails use it to reset the Admin account p/w and then try SAFE mode and go in that way.
Always works for me , I usually make a CD , very useful to have laying about when a customer brings in a PC and leaves no password !! It simply wipes the password so you can go back in and reset it after the fixes are done
