Internet Shortcut Shell Extension DLL

What is "Internet Shortcut Shell Extension DLL"? Sometimes when I try to install a new program, I get the message: "How do you want to open this file?" Then it shows a screen with the message "Internet Shortcut Shell Extension DLL." But when I click on it, nothing happens. I am running Windows 8 with Classic Shell installed and using Internet Explorer 10 as my internet program. My current problem involves trying to install Easeus Todo Backup Free software.
