Hi
Go to Start > Type Premiere in Start Search > Right Click Adobe Premiere Elements and Click Run As Administrator
Or Try this steps
Go to
EDIT
Preferences
General
UNCHECK --> Enable Protected Mode at Startup
"I work for HP."
