HP 530 XP Slow Boot and Multimedia Problems

Last week the laptop started booting very slowly and with the fan going on at high speed while booting which never happened before.
Also, now the audio and video stutter about once a second but only when reading media off the hard drive. Also, youtube videos play ok only after the being fully buffered. CD's and DVD's play fine.
I reformatted and reloaded XP to try and fix this after thinking it might be malware but the problem is back. In addition, it crashed in the middle of ripping a cd with EAC today. Could it be some sort of hard drive controller problem? Do I need a new drive?

I thought it was a defective HD so I replaced the hard drive with another one and the problem went away for a couple months but now it is happening again. Is there anything that I can \ should be done to try and fix this problem. I don't know if something within the computer is causing the HD to malfunction or if the motherboard itself somehow is broken and causing the problems.
Also any time the HD is accessed you can hear the fan pulse on for a second.
