The error you are experiencing is due to a Windows Installer problem. Here is a link to a Microsoft tool that should be able to fix it.
http://support.microsoft.com/mats/Program_Install_

How does one go about uninstalling and reinstalling HPSF config file?

Sorry, I have to ask, why would you want to do this?
The HPSF config file is synched with the HP servers when a health scan is performed. The information is updated periodically.
