This is a problem that i have no idea how to deal with...and i'm quite techy.
Whenever i try to run an administrator-level program, ie a program that makes the "administrator permission" prompt appear, the program itself doesn't run.
i'll click, the prompt will appear, i'll press yes, but then the process for the program won't run.
i have no idea why...
i've tried emptying cache, did a disk check, installed all windows updates, etc.
i think it has something to do with a windows update, but i don't wanna try in case that's not the problem o.O

have you tried creating a restore point then doing a system restore to a date where it worked perfectly fine? when you try to right click and run as admin what happens?

Change your UAC permissions.
Try running gpedit.msc. Go to Local Comp Policy/Local Comp Config/Windows
Settings/Security Settings/Local Policies/Security Options.
Scroll to the bottom where User Account Control listings are.
Second UAC listing, Admin Approval Mode for Administrators... set to
Elevate Withour Prompt.
