Microsoft Windows 7 (64-bit)

Whenever I start up my laptop, the screen displays: Preparing Automatic Repair, then switches to, "Choose your keyboard layout." I can neither move my working keyboard or mouse to choose a layout. I tried expelling some of the variables, such as my keyboard and mouse by plugging in a spare keyboard used for a computer, as well as a mouse. I still can't do anything. I'm currently using Windows 7, not yet upgraded to Windows 8. However, I doubt that's the problem.

I'd appreciate it if someone took some tme and would advise me on my little, "dillemma."
