In what way is it blocked - ie power on password, encryption, windows password etc?

Did you receive a telephone-call from somebody claiming to be from "windows support"?
Did you allow the person to remotely take control of your computer?
Did that person add a password, and not tell you what the password is?
Were you asked to pay for "telephone support" ?
Did you pay?
Turn off your computer.
Turn on your computer, and repeatedly press the 'F8' key, until you see a "system repair and recovery" menu.
You may try some of those "repair" options.
But, you may need to re-install Windows, both to blank-out the password, and to delete any other changes that the person may have made.
Does that "password" appear as Windows is starting?
Does it appear on the "Windows login" screen?
