In the Device Manager, is there a category for "Other devices"?
If so, is there a device named something like Intergrated Webcam or such and has a Yellow Caution Sign next to it?
If so, right click and uninstall it.
Restart the PC.
Give it a minute after restart and try the camera again.

You're not letting me know if everything I offer is helping, so its getting harder to know what to tell you if you dont respond completely.
Did you also go to the download link I gave you and run the trouble shooter?
If so, what were the RESULTS?
If nothing happend, restart the PC and rapily tap the F2 key.
The will bring up the PC Hardware Diagnostics UEFI window.
Arrow down to Component Tests and hit Enter.
Arrow down to Webcam and hit Enter.
Hit Enter again to run the test.
What is the result?

Download this file and run it to update the diagnostics tool. Then run it again to see if the camera test shows up.
Also, you say you upgraded to Windows 10 32bit?
That machine came with 64 bit Windows 10. Are you sure its 32 bit or was that just a mistake?
Are you also still under warranty?
