It's a driver issue. Open up device manager display adapters and tell us what it says. Is it Microsoft Basic or something else?

The display adapter is Microsoft basic display adapter and it says the device is working properly

Thart is the source of the problem. HP provides Windows 10 drivers, but only 64 bit and I would have installed a 64 bit operating system on the laptop, but that is your call. You are capped at just under 4 gigs of RAM for example.

The 6470b could have Intel or Intel + AMD switchable graphics. Can you give us the hardware ID of the display adapter so we know which driver to provide to you?
