Microsoft Windows 7 (64-bit)

When I use two fingers on the touchpad to scroll down webpages or documents on my computer, sometimes the scrolling cursor freezes. I have had up to 6 of them freeze on my screen and they will not go away unless I restart my computer. They don't affect how the pages scroll or anything, they just sit there. If I put the mouse pointer over top of them, the blue busy icon shows up. The picture below shows two of the cursors. How can I stop this from happening? With my work I highly depend on scrolling efficiently, so I need to be able to use the touchpad for this.
