What is the installed operatiing system?
You have me at a disadvantage while trying to help you since I don't know the installed operating system.
As a temporary workaround, plug in a usb mouse. You will need to mouse to enter the control panel and enable the touchpad again. There is no disable\enable of touchpad in the BIOS.
Were you in the Device Manager when you disabled the touchpad? That is another place where it can be enabled and disabled.
- Select “Start” > “Settings“.
- Choose “Ease of Access“.
- Select “Keyboard“.
- Set “On-Screen Keyboard” to “On” or “Off” as desired.

From what I have seen in the support portal for your Stream, it was delivered with Windows 10.
In settings>system>about you can see which OS is installed.
