Hi there, I am having a trouble with a screen flicker or flashing frequently. Its HP Pavilion 15-ay019TU notebook.
It is not happening all times sometimes it is stable and sometimes it is getting flickrin at top right corner of the screen.

As you mentioned that the issue still persists in BIOS. It looks to be a hardware issue.

First off, we need to isolate the issue to being hardware or software related.
I would also require more information regarding this to assist you better.
- When did this occur?
- Did this happen after an app or windows update?
- Have you checked if it flickers in the bios?
Please perform a hard reset first. Link: http://support.hp.com/us-en/document/c01684768
Then check in the bios to see if the screen flickers. Leave it in the bios for a few hours if required. If it flickers in the bios, then the computer has a hardware issue and it needs to be serviced to correct the situation.

If nothing works then the issue could be hardware related and you will need to contact HP phone support to get the unit serviced by visiting this link http://hp.com/contacthp Please select the country and type the product# of the unit. Then follow the on-screen instructions to reach phone support. If the unit is under warranty, the manufacturer’s warranty should cover repair services for you.
If it does not flicker, you could perform a system restore to an earlier time before the issue occurred by visiting this link: http://support.hp.com/in-en/document/c04758961 Please follow the option “Recovery using HP Recovery Manager”.
If this does not work, uninstall the graphics drivers from device manager and restart the computer and check.
Then you could visit this link: http://support.hp.com/us-en/drivers/selfservice/HP-15-Notebook-PC-series/10862300/model/11543932 to update the bios, chipset and graphics drivers. Please take a snap of the device manager window before uninstalling any driver as it can be matched correctly with the drivers that need to be updated online.

Finally, as a last resort please backup all your files and restore your computer to original factory settings. Link for system recovery: http://support.hp.com/in-en/document/c04758961
Please follow the option “Recovery using HP Recovery Manager” and complete it only if required.
