I want to know how to change the WEP key  to WPA2-PSK which is more secure? I have a Westel A-90-750015-07 ADSL2+Modem Router

I  am sure what you said I should do is the  correct answer but I need step by step simplified directions on how to do what you said because I am just learnig how to use a laptop I am not a computer expert. Thank you.

WPA-PSK no question about it. WEP is child's play to crack. The settings are in the configuration utiltiy of your router and then you are going to have to reset the computer, which will see it as a different access point.

You gave yourself the Solution here so I am thinking you have got it figured out. I am not familiar with every router on the market so your best bet is to go to the support site for the router and see if they have a downloadable manual of some sort. Good luck.
