A poster by the name of omgitsb provided the answer. Basically you go back to the OLD display adapter, my brightness settings came right back. In my case, I had two of the same adapters listed, so I chose the OLDER one and it worked. Read on:

Hi, I also had this same problem but my screen was so dim I could hardly see anything. I looked at many forums and tried addressing the problem myself. Nothing I did worked until just a few minutes ago. I already tried updating the display adapter to the new and improved Intel HD Graphics 4000 (but that is the problem) So I reverted it back to the previous display adapter. I still have all the effects of the 8.1 update but I have my brightness settings back and I can fully return to the right screen display I had before. This worked for me so I hope this will help other people with this problem.
1) Go into your device manager (select Display Adapters)
2) Right click the adapter that is listed
3) Click update driver
4) Instead of Search automatically for updated driver software, click Browse my computer for driver software
5) Your computer should show the location where the files are located but instead of clicking Browse select Let me pick from a list of device drivers on my computer
6) Then you should see 2 models listed ( The previous adapter that was used before the update and the one you are currently using)
The one that fixed my problem was installing Microsoft Basic Display Adapter rather than Intel HD Graphics 4000
7) So if you are using Intel HD Graphics 4000 as the display adapter select the opposite one to install and within minutes you should have your brightness settings back (hopefully)

My screen was too dim. The basic adjust settings were not working. The new driver (installed with 8.1) would let me adjust but still had the dim effect. Your solution worked for me. Thanks!

Thanks for the answer to my problem. I downloaded HP My Display at http://www.portrait.com/dtune/hpc/enu/index.html and re-started the computer. I opened the application and clicked on My Levels and you can adjust the screen brightness with the slider.
