Microsoft Windows 7 (64-bit)

Was doing windows 7 updates and now desktop won't start.

Just starts, fans run for one second, then stops, then starts again, then stops.

I tried tapping function keys to get into bios, but this is not working.

Thank you for any ideas of how to get computer working again.

Welcome to the HP Support Forums!  I understand that your computer is not starting properly.  I am happy to give you a hand with this.

Please post the full product number for your computer. See the following, if you need help with that information.  HP Desktop PCs - How Do I Find My Model Number, Serial Number or Product Number?

You may find this of help resolving this issue.  Be sure to follow the document from the start and in Step 2, choose the subheading that best matches what is happening. HP PCs - Computer Does Not Start (Windows 7)

Please let me know whether that works for you, and if it does resolve your issue, please mark this post as a solution. Kudos would also be appreciated.
