In the image below you see the dirty page I have when I print a white page on the P3015D.

 

Is it a toner issue or a fusor issue or others?

Try the Half way Test:

http://www.printertechs.com/printer-troubleshooting/halfway-test

 

This will help you isolate the problem to the toner cartridge or fuser areas.  Swap/replace parts as needed from there.
