When I turn on my computer, a blank blue screen comes up and remains. The startup sequence does not initiate and the computer will turn off after a minute or so.
Hitting the esc key after power-on gets me to the "Choose an Option" page. From "Advanced Options", I have tried "System Restore" and "Startup Repair" neither fixed the problem. Unable to boot in safe mode or change any of the startup settings because the system startup (restart) sequence is broken.
A hard system reset did not work and pushing the F2 Key does not bring up the sys diag page.
At this point, it seems that the only options left are trying to boot from a USB device or doing a PC Reset (keep my files)?
Any suggestions would be appreciated.

Sounds like you may have a failed/failing hard drive. If PC Reset is an option try it. If that fails I would replace the hard drive and boot with Recovery Media to install Windows.

Sorry for not reponding back to you sooner - life got in the way.
Your diagnosis was correct. Doing a PC Reset allowed me to get access, but did not fix the problem with the startup sequence. As a result, I could not shutdown or restart my laptop without having to do another PC Reset.
Replaced the hard drive and everything works fine now.
