This is indicating that your laptop doesn't have a boot device. Your hard drive is not working to boot the computer-replace the hard drive.
The computer is attempting to PXE boot through the network. Obviously you don't have an ethernet cable plugged in and a server somewhere on your network to boot from.

Replace the hard drive with a new one. If you are still in warranty HP will replace it. If not a retail laptop SATA hard drive can be used- Western Digital, Seagate, Toshiba.etc
Just be sure to get one of at least equal capacity as the original in order to use Recovery Discs to install Windows. It can be larger, but not smaller capacity.For instance if you have a 500GB hdd you could use a 750GB hdd but not a 320GB hdd.

You need a new hard drive. Not even retail Windows can install if the hard drive fails.
