No matter what I try I cannot get anywhere on my Pavilion Laptop (17-e020us) in boot up other than the Choose an Option screen. All choices picked at that screen does nothing. I go to each command and I can't get a command prompt and anything that involves a reboot takes me back to Choose an Option. I cannot boot from the screen either from other devices or other operating systems - they take me back to Choose an Option. I cannot use the recovery option because it says there are no administrator accounts and I need to be signed in to recover the computer - even though there was only 1 account on the computer.
Ran diagnostics and there is nothing wrong with the hard drive, memory, graphics, or CPU.
I tried to boot from a CD but the computer does not boot even though the internal CD is the first in the boot list. When the computer starts I hear the CD spin up and then the computer boots directly to the Choose an Option screen. I have tried many different CDs that work on other computers - so it is not the CDs.
Computer was orginally Windows 8 but updated to WIndows10. Everything was fine and the computer was shutdown normally and the next time it was turned on - it was to the Choose and Option screen.
Any idea of how to get the computer to book to CD and/or the hard drive? Any help would be much appreciated.

To boot from a cd -immediately after powering on start tapping Esc key. This will bring up a menu where F9 Boot Option is a choice. Tap F9. Use arrow key to move down and select/highlight cd/dvd drive. Tap Enter key.

After doing what you said I have a screen that asks me to pick
OS Boot Manager
Boot from EFI file.
Neither of them take me to the CD.
OS Boot Manager takes me to Choose an Option and Boot from EFI file takes me to a new screen that says
No Volume Label
[Acpi(PNP0A03, 0)/Pci(1FI2)/Sata (0,0,0)/HD(Part2,SigB11240BA-BA95-4E35-B887-E61C8A000A42)} which I beleive is the hard drive and not the CDROM?
So what do I do next?

Did you have a bootable cd in the drive when tapping F9?
You may have to disable Secure Boot/enable Legacy Boot in BIOS before it will let you boot from any source other than hard drive.

Have you tested your hard drive by tapping (at power on) Esc, then F2 System Diagnostics?

Thanks for helping
I have tried multiple boot disks including Windows 2000 server boot disk. I have also tried disks I have booted into other computers with and they do not work either.
I turned off the secure boot and turned on the legacy boot and now can get the CD to boot so thanks!
Now I have to determine what wiped out the MBR table for this computer!
