READ THIS.  It is a good fix (provided by Costco Technical Support Concierge Services).  This worked for Windows 10 on my new HP laptop:

Go to Device Manager (on your start screen)

Under the File menu, scroll down and double click on Batteries

Right click on ACPI-Conpliant Control Method battery, and uninstall it.

Turn your computer off.  Pop the battery off the back.  Unplug it from the charger.  Hold down the power button for a full minute.  Put the battery back on, plug it back into the charger, and it should be taking a charge.

It worked!

At least for this issue, ALL of the posts from the support personnel have been completely worthless.  It sounds like there's a problem but HP has decided to try and pretend it doesn't exist.

I've recently bought my envy 17 and for the last week I've had the problem of only charging when the laptop is off and when I turn it on the the light turns from an orange to flashing white! I have bought a new charger and checked the pins for alignment and all is good but still I have the problem! Any help would be appreciated

I was having this exact same issue. Started happening to me last night. Your comment helped me solve my problem!!! I was freaking out thinking it was the actual machine that was having the issue. I readjusted the pin in my charger and everything is now working just fine!
