I reviewed the post comprehensively. Brilliant troubleshooting and superbly executed. 🙂 Kudos to you for that. :)This looks like a hardware issue with the computer. Please contact HP phone support to get the unit serviced by following these steps.
Step 1. Open link: www.hp.com/contacthp/
Step 2. Enter Product number or select to auto detect
Step 3. Scroll down to "Still need help? Complete the form to select your contact options"
Step 4. Scroll down and click: HP contact options - click on Get phone number, Case number and phone number appear.
They will be happy to assist you immediately.
If the unit is under warranty, the manufacturer’s warranty should take care of it for you.

Thanks for reaching out to the HP Forums! I will certainly do my best to help you with your notebook power issue 🙂
I understand that you are facing issues while charging the notebook. It charges when it is turned off or in sleep mode. Please try the steps mentioned below and check:
- Turn off the HP notebook.
- Unplug AC power.
- Remove battery.
- Replace AC power.
- Turn on laptop, allow OS to boot.
- Once logged into the machine, perform a normal shut down.
- Unplug AC power.
- Replace battery.
- Replace AC power.
- Turn on laptop, allow OS to boot.
