Is there a common USBC AC adapter I can use to charge both a HP Spectre 15-AP012DX and a HP Spectre 13-W023DX?

Yes. Part 815049-001 is a generic HP 45w USB-C charger. I was using one on my Spectre 13 "world's thinnest" even before the recent BIOS update which allows all 3rd party chargers. It will also work on the Spectre 15 or any other HP laptop with a USB-C charging port, other than the Zbook 15 G3, which has a weird hybrid USB-C and standard AC port.
