The 13 ba1501tx's NVMe slot is PCIe Gen 3.0, which is why the WD Blue is not working at its maximum advertised read/write speeds.

 

This table shows the maximum transfer speeds that each PCIe slot generation can support, so you are getting pretty close to that.

The processor specs from Intel show the processor to be PCIe Gen 4.0, but the chipset to be PCIe Gen 3.0.

If the slot was Gen 4.0, the Gen 4.0 drive should be working almost twice as fast.

 

The parts list for your notebook indicate that the original drive HP installed in your notebook is PCI e Gen 3.0.

If the NVMe slot was Gen 4.0, it would make no sense that HP would have installed a Gen 3 SSD. in one of their Envy notebooks.
